Summary
There were eyes on Kagero.
She was used to that by now, of course. She had spent quite a few years as queen by this point; she had been by Ryoma's side longer. She could still hide, of course, but she had gotten much more comfortable being watched in her time in the limelight.
These eyes were different.
Or, Kagero knows that something is wrong, but convinces herself otherwise.
She doesn't pay for her mistake.
