Summary
Izuku Midoriya was given a new life by All For One at a young age to take advantage of his smarts. Izuku was always extremely interested in how quirks worked, and everything to do with them.
Not having a quirk of his own, Izuku had to rely on those with quirks to learn, even if it meant going to great measures.
After All For One is Killed at Kamino Ward, Izuku must start a new life by himself. He sells support equipment on the black market, and works with others to invent drugs, doing anything relating to quirks to get by and make money.
He also conducts experiments of his own so he can learn more. That's all he wants to do. Know everything.
The Hero Commission has gotten notices on Izuku Midoriya, and decides to investigate to find out the dark truth behind him.
Pro Hero Nightshade is sent out to collect information and report back to the Commission on what he learns about Izuku Midoriya.

Izuku liked to run. Well, more accurately, he liked to jump. But often, jumping and running come hand in hand for him, as he races across the rooftops in the mornings and evenings, because he's not actually lying when he tells his mother that he's going for runs when she asks where he goes so early (and so late, but she doesn't know about that part). He's just... not running on the ground.
Shouta was not impressed. Tsukauchi had contacted him that there was someone running around on rooftops at night, dressed like him, right down to the capture scarf.
