Summary
Here and now, on a random island in the East Blue with only one small marine outpost as a token defense, Dragon is present, and blatantly flaring his Voice in such a way Garp’s observation haki can’t help but notice. The way Dragon used to do unconsciously, as a little kid during their training trips into Dawn Island’s jungles, when he got scared by big animals or thunderstorms but couldn’t bring himself to admit it out loud.
Focusing on that Voice calling for his help is making Garp’s heart pound, keeping him frozen in place.
Dragon is a deserter. A criminal. The Most Wanted Man in the World.
Dragon is scared.

A second of silence passes as Newgate and Makino stare at each other. Newgate knew she was doing her job, caring for Luffy, and making sure that he was safe. But he couldn't help but feel a little offended. He would be a fool to risk his Family.
"Say what you must, but I assure you I love my family rather than being a fool who would endanger them.” He smiles. “Luffy is safe and welcome here.”
For now, that’s enough for Makino to hear.
or Luffy's parents die and Garp is given custody. After Garp gets arrested for abuse, Luffy gets bounced around in the foster system. Eventually he makes it to Newgates.
