Kiryu is trying his best to pick up the pieces after the incident at Millennium Tower, although perhaps "struggling" is the better word. So when he finds himself sent on an errand down into the racier areas of Purgatory, all he can hope is that if this isn't long, at least it'll be relatively painless.
But as with everything else in the prolonged disaster that has become his life, nothing goes quite as planned.

Summary
There are plenty of places where one might expect to meet friends, but a cemetery isn't really one of them. While stopping by to pay his respects to his sister, Saejima is surprised to run into Kiryu--and then, when they're grabbing lunch and Kiryu's been coaxed into talking a little about someone Saejima never met, even more surprised to be handed a photo that Majima took. Clearly there's some history he's missed out on.

Kiryu doesn’t usually think about what he does when he’s with Majima. The whole point of Majima is to not think. So he steps forward and starts to push at Majima’s prone body with his shoe, simply because he wants to see what Majima will do. He toes at a bruise that’s forming at his hip, blossoming out of the waistband of his pants, not hard enough to injure him further, but hard enough that he knows it’s happening. Majima makes a sound, half growl, half moan.
“And if I do? Want to watch you all night?”

He also, briefly, held the Kanto record for youngest ever Pokemon League champion. That was until Red, three months younger, caught up to him.
Really, Blue hadn’t even been surprised.
