When SHIELD finally releases Bucky from custody, he is not the man anyone expects him to be. Steve struggles to reconcile the stranger with the man who was once his best friend, but with Hydra regrouping after the events at Triskelion, Steve is dragged back into battle when Bucky needs him the most. Meanwhile, Hydra is itching to have its prize weapon back under their control, and a devastating betrayal pits Bucky against a terrible piece of ex-SHIELD tech that threatens to destroy everything he's struggled to rebuild. In order to survive, he must decide who he is going to be: the vulnerable Bucky Barnes or the indomitable Winter Soldier? It turns out there might not be as big a difference as everyone seems to think.

They circle to touch down outside a big field filled with windmills. Bucky forgets the mission for a split second, but nobody notices. He’s looking at the big windmills spinning around. They’re huge! They’re smooth and white, the blades are probably about a hundred and forty eight feet, and with the way the wind is going - Bucky watches the blades - the tips are moving at least a hundred fourteen miles per hour and can probably go a lot faster, but he doesn’t know how fast. His heart lurches in his chest, he hasn’t seen something so neat in so long. He hopes he remembers this. He hopes some day he gets to see what they’re for. Maybe if they kill all of Hydra they can come back here one day to see what the windmills are for, if he behaves and doesn’t need a procedure. There’s so many windmills, like a garden for giants.

Steve looks half-asleep, but he blinks and lifts his head. "What do you mean?" he asks. His smile is puzzled. "Why would you forget me?"
"After maintenance, when they'll wipe me and put me in Cryo," Bucky explains. "I'll forget you again, and I don't want to. You're the best handler I've ever had.")

Summary
There's no SSR anymore. It's SHIELD, now. The worst part is, it's named after him in some way, Peggy's idea of a memorial to honor his sacrifice. He hates the thought of it, because it makes him feel like a hypocrite. His shield was only ever a prop, not something to base an agency around.
But he's been mythologized differently. They give him files to read on this thing that Peggy and Howard built, and his story is a part of it—or anyway, the story that Peggy and Howard chose to tell about him.
It shouldn't matter; they thought he was dead. They never thought he would see what they turned him into.

In which Steve and Bucky never met, and Steve was always a USO performer instead of an actual supersoldier. The serum keeps Steve alive in the ice, but he wakes up the size he used to be in the 1930s, albeit healthier. Hydra sends the Soldier to kill Captain America, but somehow the Soldier can't make himself do it.
Suddenly Steve is stuck with an assassin who can't quite kill him but refuses to leave him alone and the knowledge that Hydra is still out there somewhere.
If you can't beat them, subvert them.

Steve picked up the piping bag and returned to the ramekins. Bucky left, though not without shooting one last look at Steve's wide back. Bucky could already tell Steve Rogers was trouble, not even counting the near-religious experiences he inspired among the staff. It wasn’t that Bucky didn’t appreciate him as well; he did. He just tended to appreciate people he found attractive from afar, because explaining the metal arm was hard, and because he didn’t really know how to handle letting someone in close.
But that wasn’t why Steve was trouble, not really.
Bucky wanted to know why their new pastry chef had gun calluses on his right hand.
******Or the one where Bucky has settled in to his life as a sommelier, until Steve Rogers shows up at his restaurant.
