Summary
King Bruce fought nearly a decade to reunite his scattered kingdom. By his side, was first prince and heir to the throne, Dick Grayson. Since years of battle have strained foreign relations, Prince Dick devised a tentative alliance with the Wilson empire. The two heir princes would take residency with their allies as a sign of goodwill. A homecoming was fast approaching now that two years have past. Second prince, Jason Todd finds himself reluctantly in the center of attention.

Jason Todd is the bratty prince of Gotham. Most days, he’s sassing Bruce’s closest advisors, roaming the plains with Roy, and avoiding any real responsibility. It’s not like Bruce would allow him to train as a knight anyway. Unlike Dick, who, at Jason’s age, had already completed training and fought his first battle. Honestly Jason wasn’t sure how to act when the first prince returns home. Especially since Dick would be returning with King Wilson, legendary war hero.

Summary
Tim presses Jason down, and Jason holds him there.
They choose this. Jason could break free at any time, he could buck up and shove Tim away and break a couple of bones while he's at it. It's happened a couple of times, for that matter, but that's an occupational hazard.
Jason doesn't like pain, hates having the lights turned off; Tim won't tolerate being manhandled, nor does he appreciate when people call him names. Tim needs to feel in constant, sharp clarity, all senses heightened, being flayed open. Jason needs to get lost in the haze when he takes pleasure and gives it, only in this space with the only kind of drunk, heady feeling he'll ever give into.
Neither of them submits, not really. They just allow the other control when he needs it.
