But this is untrue.
There are other powers at work, unknown to the general populace. It could be magic, the supernatural or something similar that very few know the truth about.
Midoriya Izuku always gets involved somehow and becomes a part of this world, and uses his powers to help others.

Hoshiko didn't live in the same world he used to, didn't even go by the same name he used to. He couldn't, not when this world likely had its own Midoriya Izuku. He'd lived a life too long and too far away from his old one. But in this world, he was happy. In this world, he'd been a scientist, a hero, a businessman, a professor- he had been able to do so many things. And now, he was a father to an adopted son that had needed help, and the teacher for a student who just wanted a chance to be a hero. He was, at least, happy.
Still, he wished he could see his friends from his old life once again.

After becoming Spectre, Japan's most wanted vigilante, Izuku realizes he can just fulfill his dreams of going to the top heroic school- after all, who can physically stop him from attending UA when he's a literal ghost?
My own spin on the Ghost! Izuku au, in which Izuku is every ghost from every horror movie (but for the side of good!), Class 1-A desperately needs a vacation, and one purple-haired insomniac gets his life changed for the better.
