I've seen a lot of AUs where Midorya has different quirks but I've never seen a weather-based one. I mean there might be one but I haven't seen it yet lol.
Izumi does have "One For All" still and all the abilities that come with it but she also has a true-born quirk that she never knew she had. The Doctors made a mistake which resulted in Izumi and her Mom believing she had no quirk at all when she truly did.
This quirk is a simple quirk any time Izumi is sad or any time that she's crying it begins to rain. It depends on how upset she is that determines how much rain there is and how hard the rain falls.
If anyone's wondering why Izumi didn't want it to be true that she always had a quirk it's because it meant she went through hell most of her life because of a mistake.
Now true that hell made her who she is, it made her stronger, and it made her treat everyone with kindness but it's still messed up that she had to go through all of that because of a simple mistake.
