Someone as direct as Galo would have already said something by now if he was interested in Lio that way.
In fact, Lio wouldn’t be surprised if Galo thought love confessions were only properly done with fireworks, long speeches, detailed holographic powerpoints, obnoxious pet names, and copious amounts of burning passion, whatever that would entail in that scenario.
If Galo actually did so—
Well, Lio wouldn’t be opposed, although he’d still draw the line at pet names.
As it stood though—it’s fine, Lio is too busy anyway.

"Why are you avoiding me?"
"I'm not avoiding you," Galo said unconvincingly. The harsh fluorescent lighting of the stairwell made the dark circles under his eyes more pronounced. He looked Lio up and down, then quickly away. "You should put on some pants."
"Don't avoid my question about you avoiding me," Lio said, knowing full well that he was more of a threat to Galo while clad in just his boxers and an over-sized t-shirt than he would be while fully dressed. Galo tried to sidestep him but Lio stuck out his leg and braced his bare foot against the wall, blocking the way forward. "We can have this conversation here or in your apartment, but you're not getting away from me."

Galo made a small, surprised shriek and slapped at the lamp on his nightstand. His room was illuminated for one brief moment, revealing Lio looming ominously over him, before the lamp was turned off again.
“No lights,” Lio hissed, “I don’t know if I was followed.”
“What?”
“Someone is trying to kill me,” Lio said, voice low and eerily calm. “Don’t panic, but I think I’ve been poisoned.”

Galo screwed his eyes shut tighter, frowning to himself as he pulled his cuddle pillow closer to his chest. It wasn’t like he had to pee yet, so that wasn’t what woke him up. Did his arm fall asleep? No, that wasn’t it either. He hadn’t changed his sheets in a bit, so it probably wasn’t laundry-detergent-smell or something.
Oh well. Probably nothing. He huffed a bit, making himself comfortable and pulling his pillow closer.
His pillow shifted slightly in response, pressing its cheek against Galo’s shoulder.

“Hey, you,” says Galo, half-lidded, over his bare shoulder, wearing naught but sweatpants in the little kitchen that backs onto the bedroom and bathroom. His hair is unstyled, pouring loose over one ear in a blue waterfall. Coffee’s brewing. Always sounds to Lio like someone pissing slowly into a container, but fortunately it smells a hell of a lot better.
Lio’s mind jump-cuts to the memory of Galo on one knee, low-lidded like he is now, nuzzling Lio’s hand with intent. His hand rushes with sensation like he’s just withdrawn it from a bucket of ice.

Lio learns—with Galo's rather more experienced help—that actually it's okay to Desire Things, even if those things might seem overwhelming at first.

Lio Fotia tries to keep his interactions with those unaffiliated with his cause to a minimum. He's far too focused on his goals and travelling into populated areas is dangerous. The Mad Burnish leader is the model of composure.
So why can't he get this obnoxious firefighter out of his head? Why does he keep going back?

Lio, impervious to the interruption, kisses Galo back, but the contact doesn’t last for long as each and every one of the members at the table loses their shit.
“What?” Aina explodes.
“Oh my god,” Lucia murmurs.
Remi wipes his glasses furiously, puts them back on as if it will dispel the illusion, but no— Galo’s hand is still at Lio’s waist, their faces inches apart, though Lio’s expression has soured considerably.
“What?” Galo says. “Can’t a guy kiss his best friend goodbye?”
“His best friend?” Aina screeches, just as Lucia repeats, a little more loudly, “Oh my god.”
In which everyone but Galo and Lio seem to think that they're dating, and it’s becoming increasingly harder for the Burning Rescue team to watch.

Lio stares blankly at his palm in front him, clenching and unclenching his fist in a desperate attempt to conjure the feeling of burning that all Burnish should know like the back of their hand. Yet, the silence greets him, and the wind blows outside, and there is not even smoke that rises from his hands. The lines on his palms are crossed with a fine line that reminds Lio of the Promare and their world, their Earth. Separated cleanly again, like it should have been from the start.
We want to continue burning. To go even brighter. Can you hear us? Can you help us? We want to burn, burn, burn.
Silence, again.
