Not everything the commanders do can be considered "heroic". For some of them, if the common folk knew, it could get them outright scorned. Case in point, dealing with Rogue Sirens on islands - sirens born of ships that are sunk in Siren territory and wash up on shore. Primitive, unable to talk, and driven by instinct to use their monstrous rigging. Once stripped of it though, they become helpless as babes unable to process what to do without their rigging. This is when commanders perform their most morally grey duty - purifying them through intimate means.

Z23 has always regarded her Commander as a lazy disappointment in her eyes, wishing nothing more than for him to quit his job. He was no longer the Commander she knew when he began his time in the Azur Lane. So when her wish that she would rather not have a commander than have her current commander is granted, she is overjoyed. That is until she slowly begins to miss how much she watched over her commander and the feeling of constantly aiding him. Then and only then does she realize that she was taking the unique and special experiences she had with him for granted and only then does she regret wishing in the first place.
