Summary
It was an impulse decision to take Robin back to New York City. A really stupid one, some might argue. He was just begging for trouble, but what was he supposed to do? Just leave him for the wolves? That wasn't the kind of man Frank Castle was.
That being said, maybe Frank was a little in over his head with this one. Luckily, there was someone that he trusted enough to help him out.

If there are two things Jason knew for a fact that Batman hated, it's magic and John Constantine. Both were unpredictable and often dredged up chaos whenever they were present. So when Jason runs into Constantine while on his murder training world tour, he realized he could kill two birds with one stone.

A series of glorious misunderstandings erupts when Damian Wayne arrives in Gotham and repeatedly mentions his "Akhi" (Arabic for "my brother"), referring to Jason Todd, whom he bonded with in the League of Assassins. The Batfamily, however, mistakenly believes "Akhi" is the name of Damian's beloved, highly trained, and strangely intellectual guard dog.

Summary
In a last ditch effort to heal his catatonia, Jason was submerged to the waters of Lazarus Pit but he was instead de-aged into an infant. Talia al Ghul saw more than a tragedy—she saw an opportunity. She claimed him as her own, she renamed him Jamil and plans to raise him in the shadows of the League of Assassins, with a fiercely protective Damian as his unexpected brother.
TLDR: The Lazarus Pit didn't heal Jason Todd—it turned him into an infant, and Talia al Ghul is hiding the miracle from her father.
