All Might threw himself forward as a blackish purple portal writhed, closing around two children. Not fast enough. He was barely able to pluck one of the two, pulling a white haired boy no older than eight into his arms as the portal snapped shut, only just giving him a glimpse of fluffy green hair before it was gone, cutting off the panicked cry of “stay with me!”
Villains did not have time to mourn the heroes they wished to become. He wasn’t a child anymore. Izuku had work to do.

His quirk works in the way where he collects the DNA of other people through skin to skin contact and combines it with his own to make a baby. A side effect of this quirk is that it negates any quirk that can hurt him so as to protect him and any child he may carry.

From a young age, Izuku had to hide his quirk. At first, he did it because his dad asked him to, because it was something special that he shared with him. It wasn't too long before he started hiding it in shame. When he finally meets his idol, All Might, Izuku decides he can't live like that anymore. He has to take down his villainous father, All for One, no matter how much it hurts.
Basically, I looked at some fan theories about Dr Tsubasa, All for One, and Izuku and then decided, 'Hey, I want to make a fic!"

By the end of their journey’s it was known through out Teyvat the twins were world travelers. It was up to the person receiving the knowledge to interpret it.
