Percy wasn't discovered at 12 and he didn't learn of his water affinity at camp but early on thanks to Smelly Gabe. Camp wasn't ready for the cynical boy with poisonous blue eyes the color of the ocean pits, and a need to question every thing and everyone. He wasn't ready for the family he'd find, and the people ready to throw their hearts behind him.
My take on Percy's character development and how I think being raised in an abusive household might have really affected him, with some soulmates, action, and all around world building thrown together with Percy as morally grey main character.

Being practically a slave to her relations, she is relieved to receive an invitation to attend Hogwarts. Her discovery of her witchcraft, however, became bittersweet when she understood the horrible circumstances that preceeded her. Still, she knew it was a way out of that house, at the very least. She soon found that ignorance is bliss, and knowledge gave her power she never wanted. Unfortunately for her, she knew she must utilize her extraordinary magic for the greater good.
That doesn't mean she has to be happy about it, though.

Harry is adopted by the Balefire's a family descended from Merlin himself, and they raise Harry away from Albus Dumbledore's scheming for the so called greater good, however when the truth actually comes out of who is really against Harry and his new found family all bets are off.
