A thousand years ago the Jedi Order made a choice. They were in the midst of a collapse, buffeted by forces on every side and afraid they were seeing the end of their Order. Most of the Galaxy saw soulmarks as little more than an interesting phenomenon. Debate raged between cultures, peoples, and planets, over how to interpret them. To the Jedi the choice was simple in the midst of much greater choices they were being forced to make. Take away any Jedi's soulmark. Remove one obstacle and point of contention. To the majority of the Galaxy it didn't matter, they ignored theirs regardless.
But to Mandalorians the call of soul to soul is one of the most sacred bonds. Only one with a soulmark could be called as the Mand'alor and their other half as the Be'alor. Any who swore the oaths of a Mandalorian would know who these beings were. It was a call of soul to soul.
Obi-Wan Kenobi was born with a soulmark. Taken away from him as an infant, he never felt the loss until fate intervened on the planet of Mandalore.

Summary

After the sick man's escape from his medical transport, an opportunity arises for Hannibal--one where he is able to clear Will's name and shift his plans from trapping the profiler behind bars in order to preserve his own freedom to one where he can continue to foster a deep rooted codependency that would ensure Will's inability to leave him, even if he were to learn the truth of who Hannibal really is.

The two boys began trading hits, yelling at the top of their lungs. Bruce turned back to the webcam just as Damian leapt on top of Tim’s back, a high-pitched battle cry torn from his lips.
“Mr. Hodges,” he said cheerfully, unflinching as Tim threw Damian into the wet bar sink. “Have you had a chance to examine the chart I pointed out?”
