Their as a species call the Seracu and how powerful their venom is based on how strong their self preservation is. If they have no self preservation their venom can kill someone in seconds, if they have too much self preservation and become paranoid then the venom is no longer deadly. Luffy is half Seracu and the people taking care of him had no idea how to take care of him so Shanks who is also half Seracu decides that Luffy is better off on the Red Force.

If you had told Garp a year ago that he would soon be captain of a pirate crew called 'The Justice Pirates' of all things he would have laughed. Or thrown a canon ball at you or possibly curled up in a ball and cried. It was an emotionally turmoil time for him - his grandson was going to be executed!
But now? Everything's going great. He's definitely not in the process of rekindling an old romance that ended terribly. He didn't leave behind his most trusted friend with the navy. He isn't watching his grandsons navigate their surprisingly complicated relationships. His third grandson didn't magically come back to life. His missing crew member isn't embroiled in a plot to take over a kingdom. His crew isn't in any immediate danger, and their all getting along just fine. Oh yeah, and his son didn't steal his own child away from their other father.
Good thing none of that's happening cause that would be... a lot.
