“You can rub against it,” he blurts out. He sucks in a breath, arms tightening around Eddie as the man stiffens against him. “I mean—you can rub against me, not it,” Steve stutters nervously, averting eye contact. Staring at the dumb fucking movie that’s still playing.

Steve doesn't mean to start his heat in the middle of a home game. Billy's possessive streak and ugly jealousy don't make it easy on him.

It’s not Billy’s growled demand for an answer but another muffled mewl from Steve that blasts Tommy out of his daze. His focus had been zeroed in on Steve’s blushing face, the drying tear track on his cheek.
“Uh…”
And Tommy actually looks like he’s about to admit all the history between them. Steve stares at him with huge eyes and shakes his head. Steve doesn’t doubt Billy’s earlier warning for one second. About ripping throats out. Not after a few weeks ago when an alpha at school had stood behind Steve at a lunch table while feeling up his shoulders. No one officially knows who beat the alpha’s head in on the bumper of his own car, leaving the chrome spattered with blood. He only came back to school Monday, carefully drew a blank whenever someone asked who did the deed. So Steve doesn’t doubt for a second Billy would do worse to Tommy for a significantly larger overstep.

Summary
Tommy takes advantage of Steve all drunk and lose, Billy isn't about to miss his opportunity to get in on the action.

Tommy is just looking for a moment of peace away from the crowd, a moment to get his mind off of how good Steve had looked not an hour ago mouth around the lip of a bottle chugging like old times. He is not looking for Steve but he finds him passed out on a bed in a spare bedroom. Tommy closes the door and moves close, looking around for anyone else in the room, finding no one. He lets his fingers dance over Steve’s socked foot, his shoe having been kicked off, something he always does when he is drunk it does not matter where he is.
Steve kicks a foot out in his sleep but shows no sign of waking and Tommy drags his hand up higher over Steve’s jean clad calf. When his fingers brush over the back of Steve’s knee Tommy gets a little murmur from him followed by a small shift but he still does not wake even as Tommy’s fingers climb higher. When is the last time he got to do this, the last time he got to see Steve all lax and boneless and his for the taking.

“How exactly am I supposed to do that?” Steve turns and eyes Eddie suspiciously he knows when he is being led toward something he just does not know the end game here.
“You give me a hand job.” Eddie grins, the words falling out of his mouth so casually it takes Steve a minute to process them.
