Summary
Witches weren't uncommon, but witches that had familiars were. The Jigsaw killer has an uncanny ability to turn anyone into a witch. And it just so happened to be Peter's luck that he's a familiar, if the long scar on his arm that glows at night tells him anything.
It's when he meets Detective Mark Hoffman for the first time that he finds out just what witch he's connected to, and he absolutely hates the idea.
(or, in a witch and human mixed society, Peter becomes Mark's familiar after Mark's turned into a witch by John, and things spiral downward from there.)
