After Olruggio drunkenly mentions his partner and their four daughters at an event, the patron’s realize the way to get Olruggio’s permit serves is not through flattery, wealth, land, or power, but rather through his family.
Hence the new competition began. Who ever can convince Qifrey the witch to move his Atelier to their lands wins.

Qifrey freezes in his descent. Watches the way the human wrinkles his nose as he seems to process his own words, then closes his eyes.
"Why'd I say that," he asks.

What's a dragon to do, when a dying man stumbles into his den and collapses against his hoard? Follow him home, marry him, and adopt a family, of course. Now, that's probably not right, but there's few willing or capable of correcting a dragon in something they've decided to do.
