Nightwing helped the JLA fight one of the largest LOA attacks, ever. And then Dick was back to work with the FBI as if nothing had happened. And, as far as they knew, nothing had.
With Interpol trying to unload a case onto the White Collar team, and Jason deciding to take up near-permanent residence in Dick's guest room, there wasn't time to think about Nightwing.

“Listen closely, because I won’t repeat this,” the pirate captain said. His voice was deep, with a hint of a drawl. Not nobility, not by a long shot. “My name is Captain Slade Wilson.” Murmurs ran through the gathered crew, though it seemed like it wasn’t news to everyone. Dick swallowed. He’d heard that name too.
One look silenced them. “We’ll be taking all you have, obviously. But, if anyone’s got the balls, we got a room for a couple more. You’ll be fed, and you’ll get your share of the loot. You’ll have to earn your keep, but it’s as close to freedom as you can get.” Wilson paused, looking out at the men before him. He hadn’t looked at Dick at all. “Well? Any takers?”
Dick swallowed and stepped forward.
After resorting to prostitution upon a merchant's ship to settle his debts, Dick is resigned to his lot. Slade Wilson, captain of The Deathstroke, offers new opportunity and a life of his own. Dick is intrigued. Very intrigued.

Summary
It is a truth universally acknowledged, that a single person in possession of a soulmark, must be in want of their matching partner. In fact, it’s such a well-established fact of life, that people who lack a soulmark used to be considered loveless, incapable of loving anyone but themselves. Through the years, people all asked the same question, “What would cause someone to never develop a mark?” Well, the answer could only be that they lack the capacity for it. That concept eventually became a largely held opinion turned truth turned stigma that became hard to shake off.
It’s not true, and the internalization of it has finally started to fade in the last few generations.
