By choosing not to call the police ten minutes ago, and the hospital twelve minutes ago, and Bruce fifteen minutes ago, the decision has been made. There is no backing out, now.
His sweatshirt is still covered in blood, and soaked from the rain, but he ignores this. It’s fine. He’s fine. He’s the same calm, level-headed Tim he’s always been. So he plans.
Tim is a murderer. He murdered someone. It's an unchangeable, unshakeable fact...but no-one else knows about it. No-one knows what Tim has done. And if he’s smart, and careful, no-one ever will.
All he has to do is learn to live with it.

Jason Todd wasn't really what could be called a team player. Sure, he was in the Bat Family, but still. Even so, he was willing to do anything and everything for them at any time. But when Cassandra Cain comes to him with a very forward request, he's left a bit at a loss. Of course in true Cassandra fashion, she left him with no way to retreat or deny her, giving him an ultimatum he can't refuse.
I guess the apple didn't fall far from the tree after all.

Summary
Bruce had tried to stop Stray when they first showed up, saying that Gotham was no place for kids to be running on rooftops, completely ignoring his own hypocrisy. Later he tried the same speech on Puzzler and Ace. Obviously, Tim hadn’t listened. Bruce eventually gave up on stopping them but still took measures to make sure they were safe, giving each of the 3 mini-rouges a Bat Panic-Button and checking up on them midway through stopping their heists.
Essentially, Batman might have been annoying, but the Red Hood was actively making Tim’s life worse.

Summary
Tim has become a capable member of Gotham City, and no one would dare say otherwise. Well, the new Robin might, but everyone else?? They relied on him too much to do so. It'll be fine. Now he just has to figure out how this whole "brothers" thing works...
