Summary
There are certain heroes who the commission allows, and even encourages, to kill their targets. When they get their licenses, this is indicated by a seemingly innocuous arrow typed after their names, playfully known as Death Daggers by those who have them, and almost completely unknown by those who don't.
Shouta Aizawa has a death dagger on his license on account of it only being logical to have all options available to him if he needs them, so he knows what someone has to do to get that mark.
So could someone please explain to him why four of his students, who don't even have their heroes licenses yet, already have a license to kill?WARNING: This gets very dark, very fast.

Desperate yowling cut through the night, accompanied by infrequent clanging. Shouta paused on the rooftop he had been running across and tried to determine the direction of the sound. Most likely a stray cat or some other animal. Shouta liked cats, and to a lesser extent all animals, so he wasn’t about to just leave it struggling. The poor thing could be hurt.
Soon enough, he tracked the commotion to a street that was starkly unpopulated at this time of night. The noise originated from some vending machines next to a bus stop, lit up by the soft glow of a streetlight. Shouta raised an eyebrow at the small rear end sticking out of the little door that the snacks dropped down into. Was that… a toddler? Out here? At this hour?

“My wife and I’ve always wanted to have a few little rugrats running around. But, there’s been a lot of issues. She’s already had a few miscarriages. She’s two months along now with another one, though, and we’re pretty hopeful. If I’m being honest, though, we’ll be lucky if this one actually makes it. Even if it does, though, we have plenty of room, and we can take care of your little guy. And you’ll still be able to see him anytime you want, of course. I’ll have to talk to Mika, but she’ll probably be more on board than me.”
Inko couldn’t help the tears welling in her eyes as she threw her arms around her teacher. “Thank you so much, you have no idea how much I appreciate this!”
He returned the hug, smiling softly. “You’re a good kid, Inko. Whatever kid you have is sure to be just as much of a blessing.”

After a teen Inko finds out she's pregnant, the Jirou family adopts baby Izuku and raise him as their own. Now, he and Kyoka have set their sights on UA. Summary
When everyone found out that Izuku was quirkless, Katsuki was furious… at first. The two fell out, yeah, but it only lasted a few months.
When Katsuki saw some of those extras that followed him attacking Deku, HIS Deku, he snapped. His body moved on its own, and he found himself punching, screaming, and blasting them until they ran off. Izuku looked up with tears streaming down his face, shocked.
Katsuki placed a hand on his knee as he bent down to help Izuku up. “Don’t listen to a word they say, Deku. You’re still gonna be a hero. I’ll make sure of it.” Katsuki pulled the smaller boy up before lightly punching his arm. “Not as good as me, obviously. You can settle for number two.”
Izuku giggled wetly and hesitantly countered, “We’ll see, Kachan. If you’re helping me, then I’ll surpass even you someday!”
Katsuki scoffed and led the way back to his house. “Yeah, I’d like to see you try!”

Unknown to Japan underground heroes are the ones who truly keep everyone safe. Limelight heroes are flashy and loud, a good distraction for the media. Sadly in the last decade new unders have dwindled and they are starting to lose ground against the villains.
Enter Aizawa Shouta, Shirakumo Oboro, Yamada Hizashi and Nedzu. They set up a plan, one decades in the making to form a new type of underground hero unit, to help Japan stay safe. There are only a select few units in Japan, but it's easy to see they do more good than working alone.
