A world where Katniss and the rebellion had been shut down and the Capitol remained in power. The games go on.
This is part of a series, though you could read it stand-alone. The 'Capitol Files' (Not an Epstein joke, just unfortunate naming) are the written recorded history of each game, told through the narrator [REDACTED] The Keeper of History. He's sort of the re-writer of how things go down.
Except these games go a little off the rails. what is really one of the more brutal and unforgiving rebel plans but is seen as a freak accident, is the Hovercraft crash, stranding the tributes in an unknown area with an alleged 'prototype mutt' that's gone a little haywire. Hope begins to drain for these tributes and they band together and try to survive an arena not built for entertainment, rather to elicit rebellion at the sight of what these children are going to be put through.
In any future installments of the series, the Victor is of course mentioned, so if you don't want spoilers, don't read the 495th or the 500th!

After that, it seemed like the town had changed overnight, so there wasn’t much reason for anyone to come back. Not for fondness, Tilín didn’t think it was possible to be fond of the damn place. Not for nostalgia because it wasn’t the same town anyone had grown up in, even the dirt had changed as new feet occupied the town.
So Tilín was vaguely surprised as he sat in his cousin's passenger seat, driving back to the place.
