Nakahara Chuuya only performs covers. Dazai Osamu only performs original works, and Chuuya hates them, which he is very vocal about.
The two have to publicly patch things up, which quickly escalates into a web of lies.

Dazai thought about wings the way he thought about stairs. Just a way to go somewhere else. Birds had two, and that seemed important, like having two hands. He tried to imagine them on his own back—soft, grey, folded tight so nobody could see—and the picture felt almost right for one second.
But then he pictured one wing missing. Or bleeding. Or torn. Gone, like it had been taken away from him when he wasn’t looking.
Two was for flying. One was for falling. Dazai didn’t know why he felt like a one-wing thing, but he did. He looked at the roof edge and thought, very quietly, Maybe I’m supposed to fall. Maybe falling will fix it.

Summary
The students at UA in class A get a special invitation. It's a once-in-a-lifetime offer to visit "the city where the sun doesn't shine."
"Diplomatic bonding between Japan and Yokohama." is what they called it.
In the end, ten students from class 1A agreed, they shuttle off to the overly-secretive, alleged villain-run country that is separated from the greater world to spend most of two action-filled weeks collecting information and investigating the new city.
Oh yeah, did I mention that Chuuya works in the ADA and Dazai is the PM boss?
