Summary
The turning of the year 1999 into 2000 was supposed to shepherd in dramatic change, whether it be culturally or personally, the osmosis inherent as the century ended and a new one began. Then, in late April, a series of explosions rocked downtown Gotham, killing the adopted son of billionaire Bruce Wayne.
A week afterwards, a vigilante hero that had only previously been seen in glimpses around Blüdhaven, was spotted racing across rooftops in Gotham's uppermost island.
Four months later, as the late August heat swept across the city, the beloved daughter of Gotham's mayor washed up on the western beach along Gotham River, covered in only a clear sheet of plastic.
A week after the girl's murder, a detective from New York arrived in Gotham to investigate.
