Izuku thought he loved ochako but after kissing her he realized he in fact doesn’t love her and he loves Katsuki but he was too afraid to hurt ochako so he kept up the sham and eventually proposes to her.
Ochako thought Izuku was the love of her life but after kissing him she realized whatever feelings she had for him was long gone and the one she truly loved was toga and it had always been her but the moment Izuku proposed she felt like she couldn’t refuse so she accepted his proposal.
