Garrus was carrying a torch for Commander Shepard for a while before she died. It took some pretty extreme circumstances for him to realize it. As in her being back form the dead and his taking a rocket to the face extreme circumstances.
And even then, it wasn't until the dust settled.

Finding an abandoned car out in Nimrod, Oregon wasn’t an uncommon occurrence. Having the car turn into a giant metal person and look at you, however, was quite odd.
