There was a script to this sort of thing.
Light was from District 2. He was the ideal of what a tribute should be. He was the might of the capital personified.
L was from District 6. He was the epitome of the average citizen. He could try his hardest, but the odds would never be in his favor.
They were destined to be enemies. They were pitted against each other with every expectation that they would kill each other.
Things go off script rather quickly.
