Summary
ZIM is no longer on Earth because of reasons that we simple humans will never understand.
Dib - as the paranoidal paranormal investigator that he is - knows that this can only mean that ZIM is planning his most diabolical scheme yet. All Dib needs to solve this case is a clue and that clue is a recently acquired holiday villa.
Unknown to the human child this villa belongs to two imps - the classic that is M&M or in lame man's terms Millie and Moxxie.
M&M have their vacation home and want to enjoy their break - all they have to do is ignore the weird, big headed kid that is stalking Moxxie.

The small turtle lifted his eyes to his father. Dad was a small, fat man/rat. His belly filled in his shiny robes. Salt and pepper hair decorated his pudgy face and slid down his shoulders in a knotted mess. Dad held a spoon out to him. “Say ‘ah’!”
The turtle made no such noise, but ate from the spoon nonetheless. The rat man sighed and ran a hand over his bumpy head. “One day you will speak, my son. One day.”
Raph tapped at the table with a wide smile. He clicked his teeth and grabbed for his dad. The small man served him another spoonful. Raph ate the spoon.
