Heidegger rests his cheek against the top of the other man’s head, rubs his back, holds him as tightly as he’s being held. What’s done is done, and what’s done was necessary, and he knows that this pain is excruciating but he also knows that it will pass.
“I don’t know …” he replies in a hushed voice. His eyes continue to scour the room over the other man’s head. Nothing is out of place. They did a good job. “I don’t know.”
The lies, schemes, wins and losses of Heidegger, the Head of Public Security and unsung right-hand man of Shinra Inc.. That is what he would tell you, anyway.

“You can’t see the stars from here,” he says, voice small, not really meaning to speak the thought out loud, “Not like you can back in Nibelheim.”

“You know who I am,” Tseng says, standing just two foot away, looking coolly down at the other man, “You’ve heard the rumours of things I’ve done,” He tips his head. “I wonder how many of them you believe.”
Someone does wrong by the Turks, and when they do wrong by the Turks they do wrong by Tseng. Tseng makes sure it doesn't happen again.

The Turks were never able to get to Zack Fair in time, and some deal with it better than others. Some deal with it worse. Some re-live it in their dreams, and some have to re-live it for themselves. Tseng is, for better or worse, one of the latter.
