At the back of the crowd, Aang swears that he sees her. Azula: relaxed, curious. Normal. He almost doesn't recognize her. She blended into the rest of the citizens seamlessly, and as quickly as he recognized her, she faded away. Aang had to see what she was up to. He could've never imagined Azula that peaceful if he tried.
With the ten year anniversary of Sozin's Comet approaching, it was true that Aang had been thinking about her more often. Maybe that's why he thought he saw her. Maybe that's why he had to follow her, see what she was up to... or who she was now. Or maybe he just needed to think about anything other than his wife and infant son. Aang ran away from his guilt and towards the mysterious woman in the crowd.
He couldn't have known how entirely they would save each other.

Summary

Aang alone visited her consistently during her imprisonment, earning her attachment and—unspoken—romantic, almost submissive affection. She acts composed and cutting around others, but crumbles emotionally under Aang’s attention.
