Summary
Zuko was banished from the Fire Nation. Whether or not that included the colonies was a little bit murky. Zuko never felt the need to test it, until he found a flyer for a circus traveling around the colonies with a very familiar face on it.
It couldn't hurt to see one show. (Not if no one knew he was there.)
