When Ada falls, a part of Leon dies with her. Finally, after all this biting down and pushing through it, Leon collapses. He lost so many people to his lack of expertise and ability.
Now that Ada has died too, the person Leon put so much of his hope in, he simply breaks down. Finally, he drags on because there is still Claire, probably, so he pushes forward, hardly able to stand straight.
When his stalker finds him again, Leon finally breaks and just gives up. As the creature grabs him, Leon hardly dodges. He simply walks into the tyrant's arms and hugs it.
