Hotch has a family he won’t be taking him away from, and he doesn’t think he’s on good enough grounds with Emily to call her. He doesn’t want to explain it to Morgan, and he thinks Penelope might be a bit much on the symptoms. That leaves JJ.
Like he’s resigning to something, like he’s failing (he’s not, he’s not, he’s not), Spencer grabs ahold of his phone.
Or: Spencer's getting clean, but he can't help but be afraid. JJ is there to remind him he's not alone, and be the caretaker he needs in moments like these.
