Summary
Yelena had been wanted many times.
She had been wanted by the American government for that one time in the Singapore, she had been wanted by her own government for that other time in Singapore, she had been wanted by the head mistress of the Red Room for the time she broke the rules and helped out a fellow future Black Widow, and she had been wanted many more times in between.
All of these times involved Yelena doing something wrong, or what other people deemed wrong, and them seeking revenge. Yelena was able to escape the American government by faking her own death (and receiving a few broken ribs and concussion in the process). The Russian government was a bit trickier. Yelena was able to escape mostly unharmed (only a concussion this time), but her alias (Lexa Woods) did not make it out. Yelena received 20 lashes for helping the other girl in the Red Room. Needless to say, she did not have good experiences when it came to being wanted. That’s why those 3 words coming from the one person who she was utterly infatuated with made her pause.

Kate laughed again. “No, no. I’m going to St. Petersburg, Russia. With Yelena! We have to pick up her dog.” She explained, very matter-of-factly.
There was silence on the other end of the phone.
"Let me get this right. You're flying across the country. To Russia. With the woman who tried to kill me four months ago?"
"Yeah, pretty much,"
