Marriage was never an option for them. Not when they're both fatui harbingers - the top ranks within Snezhnaya's military force. Such "love"(even if their archon is the god of love) is scandalous and forbidden when the goal is to literally overthrow the heavens themselves, much more so for the mad doctor and the greedy banker.
But that doesn't mean Dottore can't try, in his own little way, to have Pantalone for himself.
Or, Dottore gives a Trinity ring to his dear 'friend' Pantalone and they have say gex.

The concept of hope was interesting from a financial standpoint. To manufacture dreams and euphoria was to grasp power in a way most could not fathom. To rule with fear and despair?
