Summary
Viktor had his shirt on when Jayce sees him after the explosion, but not when he's being carried over to the lab in Jayce's arms, which means, something happened.
This is my educated guess on what happens from the moment Jayce sees Viktor, to the moment he decides to use the Hexcore to save him.

After a brief moment of consideration, Death questioned. “Would you prefer to give this chance to someone else?”
Harry stiffened. Was he serious? Could he really? “Is… Is that possible?”

“Hey, man.” Kirishima's voice quivered over the phone. “Tokoyami found him.”
“Why are you the one calling me then?”
“Bakugou…” His voice lingered.
“Spit it, Eijiro.”
“His car fell off the road.”
“I fucking knew something was wrong!” Bakugou jumped to his feet and started heading to the front door. He put the call on speaker so he could order a cab from his phone while he talked to Kirishima. “What hospital are they taking him in?”
But he wasn’t met with an answer.
“Oi, Eijiro! What hospital?”
“They- they’re not… They are not taking him to the hospital.”
Bakugou froze. That could only mean two things. And one of those could already be discarded considering Izuku hasn’t called him to say that he’s gotten into a car accident, but he was okay. It’s just that the other option… No. It couldn’t be, right? Right?After a tragic accident, Bakugou defies fate to bring Deku back to life. But when Deku returns with no memory of their past, they must navigate the complexities of their changed relationship.

Izuku let out a long-suffering exhale. “I beg your pardon?”
“You forgot Hero Dynamight over your girlfriend,” Kota continued. “That means that he’s… he’s the love of your life.”
Kota’s cheeks reddened like he was embarrassed about what he had just said. Izuku stared at him. He didn’t know a Hero Dynamight. But there were a lot of heroes he didn’t know. The world was a big place, after all.
“You grew up together,” Kota barrelled on. “You tell us all the time how the two of you are friends. He guest lectures here sometimes. You… you don’t know who I’m talking about?”
Izuku swallowed hard as he looked at Kota’s face. If this were any other student, he wouldn’t believe it. But Kota wasn’t the type to joke or kid around, especially not with something of this magnitude.
Izuku accidentally gets hit with one of his students' quirks and temporarily forgets the love of his life - who is not, as it turns out, his current girlfriend.
