It begins when Eddie tries to put on airs and convince Steve that Nancy's selfless actions in the Upsidedown are a sign of true love, Steve's mind goes blank. He suddenly gets tunnel vision and what would normally have been music to Steve's ears, leaves him a little disoriented because he can't pull his attention away from Eddie.

It takes him a minute to realize that he said anything at all as Steve gives him a bizarre look.
They blink at each other for a long, long time while Eddie's brain catches up with his ears, which are catching up with his mouth.
“Now… what do you mean by that?” Steve asks, crossing his arms over his chest.
Eddie doesn't have an answer, because even though he knows exactly what he meant by that, he does not know what possessed him to actually fucking say it. So he stays silent, choosing instead to stare owlishly at Steve, trying to communicate with him via telepathy.
