Summary
Jean-Luc Picard does not think Q is capable of feeling love. In fact after Q has told him what he thought of his past feelings for Vash, Q seems to consider love nothing but a weakness. So when the entity starts to 'pretend' as Picard sees it to be in love with him, Picard thinks that Q is either playing a game with or trying to teach him some kind of lesson.
In need of feeling control over something in his life, Picard decides to play a game of his own and teach Q a lesson as well. Utterly unaware that Q is utterly sincere and in love with him.
Or: Picard, due to completely misunderstanding the situation, decides to play along and win Qs mind game. Q falls hook, line and sinker for it.
