Summary
The HTP meme fill literally no one asked for!
The Winter Soldier may be a living weapon rather than a person, but it actually is allowed to want things. It mustn't get greedy and make too many requests, though; Hydra is already gracious and patient with its outrageous demands for frivolous luxuries such as warm bedding or the privilege of squandering half an hour on "free time." It knows full well that it must pay its masters for everything above and beyond the necessities that they provide.
Or, 5 times Bucky sold his body to Hydra agents +1 time he tried to pay someone in the aftermath.
READER DISCRETION ADVISED. THE TAGS & WARNINGS ARE THERE FOR A REASON. If this is not your bag, turn back now and let's pretend this never happened. Do not glorify, romanticise, or try at home.

Once you passed a certain point in the hierarchy, getting ordered to do shit like lead a gangbang on Captain America was a surprise but not a shock.
Fill for a hydratrashmeme prompt requesting a Hydra/Steve gangbang where Steve has been dosed with aphrodisiacs to force him to get off. Or, a trash party dumpster travesty in two acts:
Act 1: Steve Rogers: World's Most Defiant Hydra Party Favor
Act 2: Post-Rescue Hurt/Comfort: Now With Bonus Steve/Sam Sex Pollen Dubcon -

Summary
“Don’t make this worse than it is,” Rollins snarls. He feels like his heart might stop beating if someone doesn’t get on his dick soon.
Command should have known better than to leave the asset alone with a canister of mystery gas.
