Because Donna had every right to slap him. She was scared and he'd been horridly rude and she had been way too kind to him all along as is, frankly. So it's petty and childish of the Doctor to still remember it at all, let alone make any sort of thing out of it. But the first time Donna touched him it was to slap him. And the first time the Master touched the Doctor in a way he did not like it was a slap.
In which the Doctor has Definitely Worked Through His Trauma and Donna means well but doesn't know her non-martian friend all that well yet.
