“I don’t get it,” Coriolanus admitted lamely, hoping he wouldn’t be judged by his lack of understanding. He knew he didn’t have to worry too much with Sejanus, but he was sure if he was him right now he’d be rolling his eyes at how ignorant he was being.

Mel Medarda, the accidental creator of the hunger games, finally has a plan to do away with them, no matter how much her mother wants them to continue. By partnering with Heimerdinger, the Dean of the Academy, to create a mentorship program to assist this year's batch of tributes... surely the bonds formed between the upper class mentors and their tragic tributes will be enough to put an end to the already unpopular games?
Maybe if Vander's daughter being reaped didn't send District 12 into disarray, maybe if Jayce and Viktor were more cautious with their inventions, maybe if Powder hadn't become Jinx, maybe even if Caitlyn and Vi hadn't fallen in love.

In other words: realizing that throwing 24 children in an arena to kill each other or be shot is a bad thing to do does not erase the fact that they're Capitol first and foremost, and as such their methods are... Utilitarian. But it's okay because they fix it. Sort of.
