She has all the universe at her disposal, but because spite is a powerful force, she's decided to spend her newfound freedom making her former master's life a misery. Keeping the remaining Infinity Gems far out of his reach seems a logical place to start.
Given that she knows that Loki died without recovering the Tesseract, she resolves not to make her brother's same mistakes. But when Nebula arrives in Asgard with the intention of stealing the Tesseract away, she finds that she might not have been in possession of all the facts from the start.

It has come to Thanos' attention that there is an Infinity Gem on Earth. Clearly, this is not a state of affairs that can be allowed to continue...and clearly, it's a matter important enough to warrant the presence of one of his children to deal with.
To Nebula's surprise, Loki volunteers, and even offers to raze his old home to the ground while he's at it. She confronts him later, and while his reasons become clear, a great many other surprising things happen to occupy Nebula's attention in the meantime.
Feelings become clear at long last, and feelings are acted upon in the eve of war. Fortunately, in the bargain both Loki and Nebula both manage to forget for a while just what kind of lives they're living. Unfortunately, Thanos is more than happy to remind them.
