Summary
The rebellion never started. While people were disgruntled by the outcome of the 74th Hunger Games, District Thirteen had actually been completely destroyed in the first rebellion, so there was no way to plan a second one. People are generally unhappy, but the world moves on and now it's time for the first Hunger Games in which Katniss and Peeta will be mentors.
