Even if it weren’t Kendal in particular, Vash would have already been furious at Zuurith for imprisoning one of his citizens. Taking an emissary, especially without very good reason, was practically asking for retribution of the kind only a truly protective god could enact.
Kendal wanted to avoid any battles or all-out war.
