Summary
It's been over 5 and a half years since the Phantom Thieves put a stop to Dr. Maruki's ideal world and closed the Metaverse for good. With the gateway between the Shadow's realm and their home sealed, the country was finally able to focus on rebuilding and looking towards the future again. Cities were revived again and systems that go beyond the own city-limits were established. And the Phantom Thieves have become nothing but a small cog in a steadily growing machinery, living their lives far away from crime-fighting.
That is however, until strange events start popping up not just in Tokyo. Soon enough, their idyllic city-life is being disrupted when the Phantom Thieves are forced out of retirement. And so once again Ren and his now slightly more grown-up family are tasked to stop a mysterious threat taking over peoples conscience. Because where the new systems fail, the old needs to step in.

Summary
50 years have passed since a strange incident destroyed the world as we know it. Shadows - supernatural creatures that emerged from the underground - paralysed the system and drove the surviving people out of the cities. Settlements were built to keep the shadow-threat at bay while humanity got used to a more survival-oriented lifestyle. But in a society where the laws aren’t upheld anymore, the amount of people who bend the rules to their own will increases. And with no executive, the protection of the innocent falls into the hands of individuals.
Ren Amamiya is no stranger to the injustice of this new order of the world, and neither is the rest of the rag-tag group of friends that had become a part of his family over the last years. Goro Akechi is a Marquess to the oceanic kingdom of Lesurio. His world is bordered by the threat of the "Drylanders" who reside atop the skins of the earth. And just like any other Merfolk, Goro doesn't like any of them—even when he relishes mocking them in their petty lives. But he watches some Drylanders more than others; particularly, Ren Amamiya, a local trying-to-be surfer that doesn’t seem as foolish as the other Drylanders Goro observes. It slightly makes him eager, yet it also fills him with more resentment.
But his life can't revolve around poking fun at humans. Because, by some mystery, Goro finds himself in an arranged marriage, as a stepping stone to him inheriting the Lesurian throne. Dreading such a restrained life, he flees. And without a place to go, as much as he hates it, he resorts to the surface, and only that one Drylander can help him.

Goro Akechi escapes with the enemy, while learning that their enemy—just this one, at least—isn’t that bad…
...and that his betrothal and initial dislike for the Drylanders may just be but a petal in a darker, blossoming dispute.
