Tim had made sure everything would be perfect for this ball . Every drink , food and guest he'd hand picked with great care . He had even ordered a new ( and very expensive ) three-piece set of coat , waistcoat and breeches made of ( very expensive ) Italian wool just for this occassion . He was certain , vampire society would not soon forget about this event nor its hosts , the Wayne brothers .
Yes , Tim was willing to share the glory with his brothers eventhough he'd organised everything ( he and Alfred .)
So , imagine his surprise and disappointment when a certain werewolf in heat came barking on his door demanding love and affection . But , Tim was nothing if not capable , he could surely deal with this ... nuissance and return to his ball in time ? Yes ? YES , absolutely ( not ) .

Tim huffs. “No. Unless I get married, I have to wait. But that can't happen anyway.”
Pause. Hm?
“Wait,” Kon says, “married? What do you mean?”
“It's kind of complicated. There's a loophole to be found where, if I married someone above the age of eighteen, they'd be able to hold the title of CEO for me until I become of age and am eligible to take it back."
Kon shuffles a little, moving Tim off his chest to look at him with wide eyes. “That's perfect, isn't it?”

TL;DR: Tim says he can't in good conscience pull Kon into a political marriage. Kon says that he's being ridiculous, and shoves them into one regardless.
