The fact that he was being tortured / punished / what-have-you by someone above wasn't a surprise, exactly. But realizing the specific torture they choose was giving Steve fucking Harrington a role in Hawkins High's musical the one year Eddie finally got his chance to shine as the male lead had taken him a little bit by surprise.
