Before God left, He gave instructions for a new method of creating angels: one that allows an angel to take a consenting adult human as their child. By feeding them grace over the course of an unspecified amount of years, the human's - now known as a nestling's - soul will change enough to be able to produce a modified form of grace, thereby keeping angels from dying out.

The large facilities, training camps, the budget for firepower, even a few workers that don't fight, but help with plans, strategies, keeping guns in good state and one medic that helps when Sage has more than 3 injured agents. One surprise in particular is the fact that Cypher, their informatic, is mute.
If you hear from him outside the Protocol, you know he us capable of knowing any secret and know your every move. Giving his team punctual information and not letting any enemy flank them.
