He is in pain, yes, and he is not well.
In the span of two years, he has suffered a life-changing injury; shouldered more pain and physical discomfort than some of us have experienced in our many years; and carried an incredibly heavy grief. However, in spite of that pain and suffering, the child has not shown weakness; he has shown strength, and resilience.”“Well then, Master Dooku, what do you want this Council to do?”
Dooku wants to offer him hope, just as his friend was able to do two years ago.
(This is a story in which Obi-Wan Kenobi is taken as a padawan three times before he reaches 11 years old.
First, by a childhood friend of Dooku's, who offers hope to an injured, discouraged youngling.
Second, by Pong Krell, who adds more pain and suffering to the life of an already grieving and hurt little boy.

Anakin and Ahsoka get caught in a baffling and sudden twist of the universe that throws them back in time, just after the events of Melida/Daan, where they meet a certain Jedi Master... and his young apprentice.
Ahsoka nearly stopped dead in the hallway when she saw them. Master Jinn looked the same as earlier, tall and graceful and collected, but it was the boy with him that made her do a double take. He was a Padawan, definitely, and must be Qui-Gon’s at that--he was standing close, just a little bit to the side and behind--but only barely, perhaps only a year or two into his apprenticeship, if that. He was tall for his age, taller than her, even though she was definitely several years older than him, but his youth showed clearly on the baby fat around his round face and body. His Padawan cut was sharp, almost awkward, the exact same unflattering cut they gave all haired, humanoid Padawans at the beginning of their apprenticeship before they decided how they’d like to personally modify it within the guidelines.
An extremely new Padawan, then.

Five Jedi Generals - three of them High Generals - and three Clone Commanders arrived five minutes later, with the same level of urgency and decorum. After twenty minutes the Core Guard was summoned, and for a long, long day after, none of the initially involved parties left that office.
Sheev Palpatine was found dead by the Senate Guard upon entering. For how long by the point of that entrance, is an entirely different question. By whose hand, yet another."
Anakin breaks Obi-Wan's plan against the Chancellor/Sith master clean in half by an errant swing of his lightsaber. They both get grounded in the same Temple flat for three days about it.
