Erwin survived Shiganshina without the serum. But the severe wound pushed him into a deep coma for many years. Levi chose to live with it. He made a selfish decision, leading to irreparable chains of guilt for himself and pain for those he loves.
But he needs to be happy, and he deserves a good ending.

Erwin realises a second too late his miscalculation; narrowly avoiding the same fate, instead his shoulder is clipped by the next swipe of the Titan's hand. He arcs wide, wildly spins from the added momentum, gas hissing and the pull of taut metal filling the air, before slamming gracelessly into the tree his anchors pierce.

Night can be a torturing Mother, tainted with terrors disrupting the peace of rest; but she can also be nurturing, compliant, allowing a cocoon to soothe.
Erwin Smith and Levi Ackermann are both well acquainted with the former. Drowned with guilt, doubt, tamed fear and followed by life's becoming in its three parts, the cruel sisters creating time; Past, unchangeable and haunting. Present, flowing yet unsure. Future, sombre and hiding. The night brings advice for the Commander, but it only brings silence for the Captain.
Their newly-found sentiment has brought their evenings together lately, but only after endless days Night is merciful enough to allow them a tender passion they haven't often allowed themselves, embraced by intimacy and kissed from youthful wonderings.

Summary
Levi Ackermann doesn't appreciate being vulnerable in front of others – not in the sense that he only ever wants to be perceived as strong, he already is, rather his dislikes uncovering pieces of his past in front of others.
This is why he follows his resolve to speak to Erwin Smith, his Commander, who has accidentally witnessed and been victim of one of his night terrors – a rare one, during the small amount of sleep he forces himself to get in between a mission enough not to pass out and strictly when it's the Commander guarding the campfire.
However, he finds himself on the roof below the window of the Commander's office, stargazing and coming undone next to the man whose presence has become steadying.
After months, their tension dissolves into a tender, intimate moment.

Summary
Evenings after expeditions tend to be exhausting, even when the loss rate stays low. Nerves are flared, everyone is hyperaware, and with all that happens it's fundamental for the Survey Corps to make time for themselves and each other; a meal, a shower, hot tea, tending to each other's wounds and sore muscles.
The Commander and Captain have begun to develop a habit of getting together to stargaze out of the window of Erwin's office, a serendipity. Left together during their walk back to the stable, under the golden light of the sun lowering toward the horizon, they climb to the roof again to watch it set.
Or,
Erwin Smith and Levi Ackermann are watching the sun redden towards the far line of the Walls, but the tension of the day snaps into a sudden, unusual display of emotion.
